Distintivo H: what it does and doesn't guarantee in a cafeteria

You have two proposals on your desk. One says "company with Distintivo H." The other, "staff trained in Distintivo H." They look the same and they are not: in an industrial cafeteria, Distintivo H (a voluntary federal food-handling designation) guarantees that one specific kitchen passed a hygiene verification on a given date. It does not certify the whole company or its cooks.
Knowing how to read that difference keeps you from comparing two providers the wrong way and gives you a very concrete question to ask them.
What Distintivo H is and who grants it
It is a designation granted by the Secretaría de Turismo and the Secretaría de Salud (Mexico's Ministry of Tourism, known as SECTUR, and Ministry of Health) to fixed food and beverage establishments that meet the hygiene requirements of a specific standard. SECTUR describes it as a preventive program against foodborne illness and dates it to 1990.
It was created with restaurants and hotels in mind, but its scope is broader: fixed establishments that handle food and beverages in all their stages, from receiving to service. The kitchen of an industrial cafeteria fits that definition.
Which standard it is based on
On NMX-F-605-NORMEX-2018, Alimentos. Manejo higiénico en el servicio de alimentos preparados para la obtención del Distintivo "H" (Food. Hygienic handling in the service of prepared food to obtain Distintivo "H"). Its notice of entry into force was published in the Diario Oficial de la Federación (Mexico's official federal gazette) on August 13, 2019, and the standardization platform of the Secretaría de Economía (Mexico's Ministry of Economy) shows it as current.
The acronyms matter. An NMX is a Norma Mexicana (Mexican Standard), applied voluntarily; a NOM is mandatory. That is why Distintivo H is voluntary. What no cafeteria can skip is NOM-251 (Mexico's mandatory food hygiene standard), which sets the mandatory hygiene practices.
A practical detail: the full text of the NMX is published by NORMEX and must be purchased. If a provider cites section numbers, ask them to show you the document.
What is reviewed to obtain it
According to SECTUR, the process has two measurable requirements:
- Training: 80% of operating staff and 100% of middle and senior management, with a consultant registered with SECTUR itself.
- Checklist: 90% compliance.
The verification covers the entire operation: food receiving, storage, handling of chemical substances, refrigeration and freezing, kitchen area, preparation, service area, water and ice, restrooms, waste handling, pest control, and staff.
There is no published official fee. The cost depends on the consultant and on who verifies, so be wary of any "official" figure you find online.
How long it lasts
One year. When it expires, the establishment must renew it or take it down. A plaque on the wall without a current date proves nothing.
This changes the question. It is not "Do you have Distintivo H?" but "Until what date is it valid, and at which address?"
It belongs to the establishment, not the company or the person
This is the point that causes the most confusion, sometimes in good faith. Distintivo H is granted to an establishment: one specific kitchen, at one specific address. It does not extend to the provider's other operations.
That leads to three different situations that sound the same in a sales proposal:
| What the proposal says | What it means | What to ask for |
|---|---|---|
| "Our cafeteria at [site] holds a current Distintivo H" | That kitchen passed the verification and is within the year | Certificate with address and expiration date |
| "Our commissary has Distintivo H" | The central kitchen holds the designation; the cafeteria installed at your plant, not necessarily | Certificate, and ask what applies at your site |
| "Our staff is trained in Distintivo H" | The workers took the hygienic food handling course and have a training record | Training records, consultant's name, and date |
The third has real value. Training is a requirement of the process, and a cook who knows why the temperature is taken works differently. But a personal training record does not mean the cafeteria holds the designation. That takes the verification of the establishment.
A phrase such as "we are a Distintivo H certified company," when there is only trained staff, is incorrect. If you read it, ask. The answer almost always clarifies the scope in two minutes.
What it guarantees and what it doesn't
What a current Distintivo H does tell you:
- That this kitchen was verified against a hygiene checklist that covers everything from receiving to service.
- That most of the operating staff and all of the management received training with a registered consultant.
- That the verification took place less than a year ago.
What it does not tell you:
- That the provider's other kitchens work the same way. Each one is verified separately.
- That compliance is happening today. It is a snapshot of the day of the verification; the rest of the year depends on daily supervision.
- That the menu is nutritious, varied, or to your people's taste. The designation is about hygiene.
- That the provider meets its other obligations, such as registration with the STPS (Mexico's Ministry of Labor) for specialized services, which is a separate matter.
It also works the other way. A cafeteria without Distintivo H is not in violation: the program is voluntary. What every provider must be able to demonstrate is compliance with NOM-251, which is mandatory for all.
How to verify it in five steps
- Ask for the certificate, not the mention. A document with the establishment's name, address, and date.
- Compare the address. It must be that of the kitchen that will serve you: your cafeteria, if food is cooked on site, or the commissary, if the meals arrive by delivery.
- Check the validity. It lasts one year. Note the expiration date and ask for the renewal when it comes due.
- Ask what applies at your plant. If the designation belongs to the commissary, ask in writing which controls are maintained in your cafeteria. We explain the difference between the two models in on-site kitchen or delivered meals.
- Ask for the training records of the staff assigned to your site. Who took the course, with which consultant, and when.
If Distintivo H is a requirement in your contract, word it precisely: "current certificate of the establishment located at such address, renewed every year." That way it is not open to interpretation. There are more criteria of this kind in how to put together the RFP for an industrial cafeteria.
What GAC can say about Distintivo H
Grupo Alimenticio del Carmen holds Distintivo H, and its staff also receive courses in safe food handling, first aid, and cleaning and safety. We say it with the same precision we asked for above: ask us for the certificate and check the establishment address and the expiration date on it.
The operation also relies on a cleaning company that advises on the sanitation standards for utensils, areas, staff, and food. We send it along with the quote. The rest of our practices are in quality and food safety.
Frequently asked questions
Is Distintivo H mandatory for an industrial cafeteria?
No. It is based on a Norma Mexicana (NMX), which is voluntary. The mandatory one is NOM-251-SSA1-2009. Your company or your customer can require it by contract, and then it does become a requirement between the parties.
Can a worker "have" Distintivo H?
No. The worker obtains a training record in hygienic food handling. The designation is granted to the establishment after a verification.
If the provider has Distintivo H in another city, does it count for my plant?
Not automatically. Each establishment is verified separately. It serves as a sign that the provider knows the standard, but your plant's cafeteria would have to go through its own process.
How often is it renewed?
Every year. If it is not renewed, the establishment must take it down.
What carries more weight in an audit: Distintivo H or NOM-251?
They do not compete. NOM-251 is the legal minimum and Distintivo H is a voluntary designation built on top of it. A kitchen with the designation and the refrigerator at 12 °C has a problem; one without it that records and complies every day does not.
Ask for documents, not adjectives
The next time a proposal mentions Distintivo H, ask the two questions: which establishment, and until what date. If you want to know how we would answer for your plant, ask us the same two questions.
